WALLESS represents leading Estonian district heating company

WALLESS represents N.R. Energy, one of Estonia’s leading district heating companies, in several disputes related to district heating in Tapa. The issue at the heart of the disputes is the activities of the municipal government aimed at pushing N.R. Energy (which is currently producing and distributing heat energy via the district heating network both to the town as well as to the NATO Tapa Base) out of the market. The client has had to resort to court proceedings to protect its recent investments in the improvement of the network and heat production facilities. The cases have broader significance as the issue of the powers of the municipal government and its limits in regulating and intervening in the district heating market is highly controversial across Estonia.
