Rūdninkai Military Campus PPP enters into full force
Rūdninkai military campus PPP has reached a major milestone. The agreement with the Lithuanian Ministry of National Defence has entered into full force, marking the next stage of the largest military infrastructure project in independent Lithuania’s history.
This development follows the completion of all required conditions, including finance agreements with the European Investment Bank and Swedbank, which secured EUR 200.75 million in project financing for the developer Rudina.
Beyond its size, the transaction reflects the complexity and strategic urgency of the project. It is the largest PPP financing in Lithuania to date and involved a complex multi-party structure with three sponsor groups, bilateral EIB facilities and Swedbank as commercial bank lender. All finance agreements were signed and closed within a compressed timeline.
The project will provide infrastructure for the permanent stationing of the German brigade at Rūdninkai and marks an important step in strengthening Lithuania’s long-term defence capabilities.
WALLESS team has advised the winning consortium from the earliest stages of the project – from positioning and consortium structuring to procurement, financing and bringing the PPP agreement into full force.
