WALLESS welcomes international disputes and regulatory law expert Riina Luha

WALLESS welcomes Counsel Riina Luha, an England and Wales-qualified solicitor whose practice focuses on cross-border disputes and arbitration, as well as competition law and financial regulation. Riina is also a Member of the Court (arbitrator) at the Permanent Court of Arbitration in the Hague.
Riina’s arrival strengthens WALLESS’s ability to advise clients on complex international matters where investment structuring, regulatory requirements and potential disputes are closely integrated.
Riina advises investors throughout the investment lifecycle, drawing on her experience in complex cross-border disputes ranging from Middle East to the EU and UK. Whenever possible, she works with clients from the structuring stage onwards, helping them position their investments strategically for value protection in anticipation of disputes.
Alongside her disputes practice, Riina has extensive experience in competition law and financial regulation. This includes pioneering disputes arising from bank resolution decisions and advising clients on more than ten mergers with an EU dimension, as well as matters involving UK and Estonian competition law and the merger control of developing jurisdictions.

A significant part of Riina’s work concerns areas where the law is still developing. She has brought an unprecedented competition law challenge to a UK Part 26A restructuring plan, co-devised the first hybrid hearing of a major Commercial Court trial in London, and co-developed Mergetube, a data pipeline transforming EU merger research.
Since 2026, Riina is pursuing doctoral research at Queen Mary University of London on EU law, arbitration and the dispute resolution regimes relating to EU merger decisions.
