WALLESS public procurement sharks Laura Ziferman and Marius Dobilas shared their insights at the annual Verslo žinios conference on Public Procurement.
Laura discussed 3 common problems of contract implementation being the increase of costs, delays, and additional work. She advised how these problems should be tackled to avoid the termination of the contract. Cooperation and timely address of the matter is the key to ensure the performance of the contract.
Marius invited everyone to find the most efficient use of limited funds for public infrastructure and public services. Public projects that are implemented sooner generate higher social and economic value. But limited funds do not allow to implement many projects at the same time, delaying it and their benefits to (sometimes far) the future. If used correctly, PPP could be an effective tool to solve the issue and reap the benefits much sooner.
