WALLESS Represented Kaunas City Municipality in the European Court of Justice

WALLESS Procurement Team members – Laura Ziferman and Marius Dobilas – represented Kaunas City Municipality in the European Court of Justice case of a prejudicial decision on the compatibility of additional requirements for in-house contracts stipulated in Lithuanian national law with the EU law.

The essence of the decision is that a member state may stipulate such additional requirements as long as they are specific, clear and accessible to a sufficient degree.

This decision is of high importance and long-awaited in Lithuania due to ongoing debates on the regulation of in-house contracts and initiatives for changing it.
