White Paper on strengthening Lithuania’s defense industry
Defense investment is growing. But investment alone does not build a strong defense industry. Lithuania needs an environment where businesses can plan, invest and develop new capabilities with confidence.
This is the central message of the new White Paper published by the American Chamber of Commerce in Lithuania, developed by its Resilience & Defense Committee, chaired by WALLESS Partner Laura Ziferman. The paper sets out practical recommendations on defense procurement, access to financing, regulatory barriers and public-private cooperation.
“Lithuania has the ambition, the talent and growing investment in defense. What businesses need now is predictability and a clear path from innovation to implementation. Stronger cooperation between the public and private sectors is essential if we want to turn today’s investment into lasting security and economic value,” says Laura Ziferman.
The White Paper calls for a shift from strategic commitments to measurable action, creating better conditions for Lithuanian businesses to grow and compete internationally. Because building a stronger defense industry is not only about how much we invest, but also about what we enable businesses to build.
